About PGDH (ENRO)

The office provides extension services and technical assistance for forest development and natural resource activities while ensuring ecological balance. It formulates and implements natural resource plans and programs, promotes small-scale mining—especially gold—and coordinates with government and non-government agencies to prevent land, air, and water pollution. It also issues permits for the extraction of sand, gravel, and other quarry materials through the PMRB, and produces seedlings for forests and tree parks.

The Environment and Natural resources Office as a Provincial Government Department is envisioned to provide an effective, accountable organization structure to attend to the management and maintenance of ecological balance and an effective arm for the provincial government in  ensuring the adaption of adequate measure that shall safeguard and converse the land, mineral, marine, forest and other resources of the province .

The Environment and Natural resources Office by the dynamic force with people initiative in the protection, preservation and management of the environment through strategic alliance and partnership, participative processes, relevant policies and programs and appropriate information technology toward sustainable development.

We, the officials and employees of the PROVINCIAL PLANNING AND DEVELOPMENT OFFICE Pledge to deliver efficient and equitable Public service to all clientele as stated in this Citizens’ Charter. Specifically, we will: Serve with integrity, impartiality and professionalism. Attend to clients’ concerns courteously and without delay. Work according to the eight-hour standard working time, or beyond when the need arises. Be presentable at all times by wearing proper office attire and identification. Provide feedback system to assess quality of service rendered and make necessary improvements. Provide comfortable waiting areas and frontline personnel to attend immediately to clients’ queries.

Administrative Section

Plan, coordinate, and execute a comprehensive range of administrative services that support office operations encompassing areas of human resource management; recordkeeping, support and general services to other divisions of ENRO.

Waste Management & Pollution Control Section

Formulate work and financial plan at the ENRO level related to the implementation of activities on biodiversity conservation and waste management; Secure full support from both government and private sectors to effectively carry out all programs on biodiversity conservation; and Coordinate with LGUs in the formulation of the 10-year solid waste management plan for each municipality.

Mineral & Land Resources Management Division

Promote the wise use and protection of land and geologic resources; regulate mining and quarry; and provide technical assistance related to erosion control and storm water management.

Forest, Coastal & Water Resources Management Section

Coordinate with government agencies and NGOs in the implementation of measures to prevent and control land, air and water pollution with assistance from the DENR; implement forestry and coastal projects thru forestry extension and education services; and systematically monitor and evaluate social forestry and coastal projects/activities.
